Casey Jackson, the Founder and CEO of IFIOC, is internationally recognized for his trainings on effective communications. Bill Dombi specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With nearly 40 years of experience in health care law and policy, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the institution on Medicare PPS for home health in 2000, and the national health care reform legislation in 2010. With litigation, Dombi was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, along with current lawsuits challenging the Medicare home health face-to-face encounter rule and the Department of labor changes to the overtime rules under the Fair Labor Standards Act. In addition to litigation, Bill offers extensive community and professional educational services. Bill Dombi is admitted to practice in Connecticut and Washington, DC. He is also admitted to numerous federal courts including, the US Supreme Court and several Court of Appeals.

Leslie Emerick, MPA, Public Policy Director, The Home Care Association of Washington
Leslie Emerick, MPA, is the Public Policy Director of HCAW and has 26 years of public policy experience. She has represented HCAW for many years as a lobbyist and now as our Public Policy Director. She was a Douglas County Commissioner and a legislative liaison for the state Department of Agriculture and the Department of Health. She has a Master of Public Administration degree, a BA in Speech Communication and Secondary Education and a minor in Political Science. Leslie started her contract lobbying business in 2006 and currently represents multiple health care related associations.

Laura Wilson, RN, BSN, SimiTree
Since she began her career in home-based care in 1985, Laura Wilson has served in clinical and operational leadership roles throughout the western United States, Minnesota, Washington, and Florida. She brings extensive expertise in leadership, multi-site operations, quality management, human resources, compliance, and business development to her role as SimiTree’s Managing Director, Operations and Clinical Consulting. Wilson is a popular lecturer at industry events on topics ranging from best practices under PDGM to effective use of telehealth.

Meghan Kimmel Guthrie, MPT, CWP, Sunshine Home Health
Meghan graduated from Eastern Washington University in Winter of 1998 with her master’s in physical therapy. Meghan’s passion for wound care started while working at Central Washington Hospital in Wenatchee, Washington, where there was an out-patient wound care clinic that was managed by the physical therapy department. In this setting, Meghan also consulted on acute care patients, TCU patients and the treatment of burns.
After Meghan had her first child, she moved back to her hometown in Spokane and transitioned into the home health setting. Throughout her career, she has expanded her wound care education and experience. She received her diplomate as a CWS in 2009. Providing wound care education to peers is her passion. Her focus is targeting the etiology of the wound and eliminating other common barriers to wound healing.
Meghan currently works at Sunshine Home Health. She is the director of patient care for the South and West regions of our branch in Spokane and manages a multi-disciplinary team of clinicians. She continues to consult and advise clinicians on chronic and complicated wound care patients.

Terry Preuninger, Spokane City Police Department
Terry Preuninger is currently a Lieutenant with the Spokane Police Department and has served as a commissioned Police Officer with the City of Spokane since September 11, 1992. During that time he spent 20 years working in the uniform division as a patrol officer, sergeant and lieutenant. He spent over six years in plain-clothes investigative units as a patrol officer and supervisor, focusing on Gun crimes and the apprehension of career criminals. Terry spent a year and a half at the Police Academy as the departments training officer and two years as the departments lead public information officer working as the liaison with media as well as other local groups. Currently he is a watch commander in the patrol division and the commander of the Bomb Squad.
Lieutenant Preuninger has taught at the Police Academy for both his department and the Washington State Criminal Justice Training Commission. He has been the department’s lead instructor in the areas of Active Shooter Response, Narcotics, Pepper spray, Specialty munitions and Police Tactics. He became a firearms instructor in 1997 and has instructed for the Spokane Police Department, the Washington State Criminal Justice Training Commission, and privately.
Terry joined the Department’s Special Weapons and Tactics team (SWAT) in 1995 and served for over twenty-six years, retiring from the team as the assistant team commander. While on the team, he participated in hundreds of operations to include high risk warrant service, barricaded subjects, hostage situations, high risk prisoner transport, dignitary protection and high-risk arrests.
Prior to joining the Police Department, Terry served in the U.S. Army Reserves and National Guard.
He earned his BA, in Criminal Justice in 1992 from Washington State University and is currently working on his Masters in Criminal Justice at WSU Spokane. Terry is also an adjunct Professor at Whitworth University currently teaching conflict management.

Jahmad’s passion for Diversity, Equity and Inclusion work started when he entered Washington State University through the Future Teachers of Color Program and continued when he helped create several equity programs for the College Success Foundation including the HERO Program (designed to assist High School aged African American, Latino, and Indigenous males gain access to higher education). Now private and public organizations around the world utilize Jahmad’s unique experiences and ability to transfer Cognitive Science and Culture Transformation processes to improve success rates and remove barriers in creating cultures of equity and belonging.
Jahmad currently works in the United States, Canada, The Bahamas, Guatemala, Mexico, Costa Rica, Kenya, South Africa, and Japan. His work spans non-profits, corporations, education, and government.

In addition to his work, Jahmad is dedicated to his family and community. He sits on several local boards and you’ll often find his wife, and 4 children traveling alongside him in support at various events. Jahmad is a dividend of Tacoma Public Schools and in addition to currently being a parent he is also the founder of the Tacoma Gents program. Tacoma Gents works with young men of color in the 3rd to 5th grades teaching L.I.F.E. (leadership, image/integrity, financial literacy, and etiquette) skills. The program continues to thirve in partnership with Tacoma Public Schools.

Mark A. Campbell, PhD, CWP, NBC-HWC, Campbell Performance
Mark A. Campbell PhD, CWP, NBC-HWC uses his background in wellness, sports medicine, exercise science, and performance psychology to impact change across all areas of life. His diverse background allows him to help audiences see the world through many lenses. Mark shares his unique blend of holistic education, application, and experience with audiences worldwide. Mark spent almost a decade leading performance and wellness-based programs for the US Army and the Department of Defense, which included assisting the military and government leads from fourteen Allied nations in developing transition programs for their wounded, ill, and injured military populations. He then acted as the Director of Mental Conditioning for the World Series Champion Washington Nationals. Mark is a Board-Certified Health and Wellness Coach, a Certified Wellness Practitioner (CWP), and Certified Worksite Wellness Specialist (CWWS) through the National Wellness Institute, where he currently serves as the Senior Fellow for Healthcare and Ability. Mark is also the owner/host of The Nature of Wellness Podcast, exploring the connections between the natural world and its impact on human health and well-being.

Brent Korte, MHA, Frontpoint Health
Brent Korte has worked in the healthcare industry since 2001, overseeing home care operations for providers in Washington, Colorado, Idaho, Texas, and Oregon. He has held leadership positions in multiple deliveries of home care, including geriatric care, pediatric nursing, home health, hospice, private duty, telehealth and palliative care. Brent grew EvergreenHealth Home Care to one of the largest system-based home care organizations in the US. In 2022, Brent took on a project to build Frontpoint Health, a data centered HH and Hospice company focused on tackling the MedAdvantage market. Currently, his strategic focus is innovating to meet the needs of pay for performance standards, emerging payment models, advocacy and improvement of health equity in post-acute care. Brent holds a Masters in Health Administration from Cornell University. He recently completed his tenure as Secretary of the National Association for Home Care and Hospice and is immediate past-president of the Home Care Association of Washington.

Mirna Musun, OTL/L, MPA, Providence Home Health
Mirna Musun currently works for Providence Health and Services as the North Region Executive Director within their Home and Community Care Division. She oversees the 5 Washington home health locations and one agency in Anchorage, Alaska. Mirna holds a Bachelors degree in Occupational Therapy and a Masters degree in Public Administration-both from Eastern Washington University. She has been an occupational therapist for almost 20 years initially beginning her career as a hospital based OT before switching to home health in 2008. Her favorite part of working in home health is the ability to provide quality and compassionate services in order for our clients to remain safely in their homes. Mirna resides in the Seattle area with her husband of almost 18 years, her two amazing children Stella (age 7) and Isabella (age 4), and her energetic two year old black lab mix, Luna. You will often find Mirna cheering on her kids at their soccer games, rooting for her favorite football teams-The Seattle Seahawks and EWU Eagles, or preparing delicious meals for her family. Mirna also recently joined the board for the Home Care Association of Washington last year.

Bryce Cox, RN, Assured Home Health
Bryce Cox has been a registered nurse since 2005. He has worked in various capacities in healthcare including CVICU and for the Department of Corrections. Home Health became his love in 2010 where he was a field nurse and team leader prior to becoming the Executive Director of Assured Home Health in Moses Lake WA in 2015. He has devoted the last 13 years to the community and patient care. Bryce has been volunteering as a fireman/EMT for Grant County Fire District 4 where he served as the EMS Captain for 10 years. He also serves on the Local Emergency Planning Committee and Big Bend Community College Nursing Advisory board. Along with other community volunteer work, Bryce is also an elected school board director, currently in the middle of his 3rd term for the Warden School District. He is an active member in church and teaches youth Sunday School. Bryce is married to his beautiful wife, Jodie of 18 years and has 2 children, Cooper 16 and Sara 14.

Linda Brabant, OT, EvergreenHome Health
I have been in Home Health care for over 30 years. I started as an OT working in the field. In 1993 I became certified as a Psych OT and continued to work in the field and grow Evergreen’s Home Mental Health services. In the late 1990s I helped beta test the Oasis with fellow clinicians. In 2010 I joined the management team where I was able to mentor new clinicians and help navigate Evergreen through all the changes and help Evergreen grow to become one of the largest Home Health agencies in Western Washington. Since then, I have moved into the Executive Director role where I continue to help Evergreen provide excellent care in our community.

Katherine (Katie) Wedemeyer, DPT, PeaceHealth
Katie Wedemeyer is Program Manager for PeaceHealth Home Health Columbia Network based out of Vancouver, WA, providing services in Clark and Cowlitz Counties. With more than 15 years of home health experience, she brings passion and extensive knowledge to her work, overseeing a growing team that supports provision of compassionate, mission-driven, skilled healthcare services to patients in their homes.
Katie’s focus has been on supporting her team as they navigate the ever-changing and increasing complexities of home health care. She has overseen numerous process improvement efforts and impressive increases in quality scores and star rating concurrent with substantial growth in census and staffing. During her tenure, the agency has improved from a 1.5 to 4 star rating on CMS Care Compare.
Katie graduated from Pacific University with a Doctorate in Physical Therapy in 2005. She went on to work in acute care and inpatient rehabilitation settings before finding her home in home health. As a field clinician, Katie obtained certification as an Assistive Technology Professional in 2008 and she has maintained OASIS certification since 2018.
