Mary Carr, MPH, BSN Ms. Carr is the Vice President for Regulatory Affairs at the National Association for Home Care and Hospice (NAHC). In this position she is responsible for ensuring the NAHC membership is up to date with federal regulations and initiatives that impact the home health care industry. She maintains liaison with federal regulators and other stakeholders to advocate for reasonable federal home health care regulations and policies. Prior to her position as the V.P. for Regulatory Affairs she served as the NAHC Associate Director for Regulatory Affairs.
Ms. Carr has over 25 years of experience as a registered nurse in a variety of health care settings, including acute care, managed care and home health care. Her experience in home health care includes positions of Director of Quality Improvement, Manager of Staff Development and Employee Health, and Field RN. Ms. Carr holds a Bachelor of Science in Nursing and a Master of Public Health.
Bill Dombi Bill specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With over 40 years of experience in health care law and policy, Bill has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the development of Medicare PPS for home health in 2000, and the national health care reform legislation in 2010.
He also has an extensive background in impact oriented litigation. Dombi was lead counsel in the
landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, a nationwide class action against then-HCFA for its failure to enforce the federal HMO Act, litigation directed against the "Interim Payment System" for the Medicare home health benefit, a lawsuit addressing the so-called Medicare “case mix creep adjustments” in 2008-2010, a challenge to the Medicare face-to-face physician encounter rule, and litigation challenging
changes to federal overtime rules. Bill is a longstanding and active member of the ABA and American Health Lawyers
John Gilbert John has been involved in the world of Motivational Interviewing for over a decade, becoming a member of the Motivational Interviewing Network of Trainers in Krakov, Poland, where has mentored other MINT trainers and co-authored a MINT-endorsed training fidelity tool for assessing and improving the quality of MI trainers across the world. John is a co-author of another MI fidelity tool, with the honor of working with Ali Hall, Dr. Susan Butterworth, and lead by Casey Jackson, known as the Motivational Interviewing Competency Assessment or (MICA) tool. With the MICA, John has coded over 4,000 MI interactions, providing feedback and coaching to a large variety of MI providers and practitioners from various backgrounds and cultures at across the country. He has presented at a variety of healthcare conferences and conducted many hundreds of trainings on Motivational Interviewing to both students and professionals in Healthcare, Mental Health, Corrections, and various Government agencies in the honor of working with IFIOC and his mentorship by Casey Jackson (the Director of IFIOC). Additionally, John is a clinician and author in the coaching and practical application of Emotional Intelligence and Eduamonic Wellness with his work at Zen Health Technologies. He also continues to keep his individual MI approach sharp through his practice as a Functional Medicine Dietitian, Registered Health Coach Expert, Chronic Care Provider, and Clinical Exercise Physiologist.
Casey Jackson, MSW, LICSW, MAC, SUDP Casey has worked in behavioral health for over 33 years and is currently the executive director of the Institute for Individual and Organizational Change (IFIOC). He has been training on Motivational Interviewing (MI) since 2002 and is a member of the international Motivational Interviewing Network of Trainers (MINT). Casey has provided over 3,000 trainings to non-profit and government agencies within healthcare, mental health, chemical dependency, law enforcement, juvenile justice, corrections, drug courts, vocational rehabilitation, child welfare, and schools/universities. Casey is the lead author of the Motivational Interviewing Competency Assessment (MICA) that is used internationally for “coding” MI conversations for fidelity within a quality assurance and quality improvement framework. Aside from training throughout the US, Casey has presented on strategic communication and the impact on outcomes and organizational change in Australia, Canada, England, Germany, Ireland, and Poland.
Momodou Joof, RN, MSN Momodou Joof has worked in the healthcare industry since 2007. He received his MSN
degree through Western Governors University in 2020 while work full time as an RN Case Manager. Momodou has a passion for Hospice care and joined EvergreenHealth Hospice in 2015. He has worked to make known the issues faced by the diverse home care clinicians every day in the field.
Aimee Khuu Aimee serves as Executive Director, Health Equity for Providence Home and Community Care. She is passionate about social justice, equity, and global citizenship. Utilizing a community strengths-based approach, she drives change to promote health access to diverse populations and builds enduring partnerships with staff, patients and communities. Prior to this role, Aimee led Providence’s global programs to develop sustainable health solutions for long-term change internationally.
Brent Korte Solution-focused executive offering strategic insight and expertise in creating alignment between multiple business lines and senior executives around core objectives. Recognized for driving results, managing performance, innovative thinking and measured risk taking. Skilled at leading multi-location teams and adapting to challenging and rapidly changing environments. Currently, his strategic focus is around innovating to meet the needs of pay for performance standards, emerging payment models and advocacy. Brent has a Masters in Health Administration from Cornell. Brent serves on the boards of the Northshore Senior Center, Home Care Association of WA and National Association for Home Care and Hospice.
Sheila Salisbury-Sizemore, RN, BSN Sheila joined Simione Healthcare Consultants in 2021 to support compliance, regulatory and quality consulting, bringing more than three decades of experience as a consultant, surveyor, agency
owner and administrator, and home care leader (both health system based and independent agencies) in administrative and clinical management roles.
A resident of Ironton, Ohio, she is a certified consultant with Community Health Accreditation Partner (CHAP) and Accreditation Commission for Healthcare (ACHC) and former contract surveyor with ACHC, with experience in ICD-10 and OASIS review.
Between 2010-2019, she served in various consulting positions with Corridor, Kansas City, KS, Blessed Home Care Consulting, Ironton, OH, and Home Health Solutions, Jasper, AL, supporting clinical, quality, auditing, coding, and OASIS efforts. She co-owned and operated Blessed at Home and Blessed at Home Healthcare, Ironton, OH – agencies for certified home health agency and non-skilled home care – from 2007-2014. Additionally, Sheila served from 1996-2008 in progressive home health roles, including interim director, at Our Lady of Bellefonte Hospital, Bon Secours Health System, Ashland, KY, leading survey, information technology training, and quality improvement. She also served in clinical and administrative positions at local proprietary home health agencies for 3 years, following extensive acute care experience (1979-1993) in perioperative, open heart, and critical care nursing.
An accomplished speaker and educator in clinical management, coding, informatics, Sheila earned bachelor’s and associate’s degrees in nursing from Bellarmine University, Louisville, Kentucky, and Shawnee State University, Portsmouth, OH, respectively.
John Hilger joined the Department of Health (department) in 2008 as a health care facilities rules coordinator. In 2012, John joined the program manager team to oversee the In-Home Services program. John is primarily responsible for rule and policy development, legislative bill analysis, and providing licensing related technical assistance to applicants and licensees. John works closely with the department’s survey office on licensing and compliance issues. John also manages the department’s licensing programs for ambulatory surgical facilities and birthing centers. Before joining DOH, John worked for 9 years at the Department of Social and Health Services determining Medicaid eligibility for vulnerable adults in need of in-home services and long-term residential care. John holds a Master’s degree in Social Work and lives in Lakewood, WA with his wife and family.
Lisa Mahoney I have been the In-Home Services Survey Manager since June 2020. Prior to my position with In-Home Services, I served for 8 years as a Health Environment & Performance Inspector (HSC4) with the Department of Health’s Hospital Survey Team, completing over 250 state and federal surveys and investigations for Acute Care, Long Term and Psychiatric Hospitals, Child Birth Centers, and End-Stage Renal Dialysis Facilities. I have an undergraduate degree in Environmental Health from Old Dominion University and a graduate degree in Public Health Epidemiology from Emory University
